In other words - would you rather that new orleans stay the way it was before the floods? There was a lot of poverty. You were talking about money moving in and pushing out the black population. I was wondering if you thought that it was better to leave a population poor rather than moving money in.
Casinos and business is what has the capabilities of turning poverty to wealth but you seem to elude that they should leave it the way it was. The way it was, was poor.
What do you mean by "at what cost?"?
