  I have a black friend from Lafayette, 100 miles away. He said, that Hurricane Katrina, in a very strange way, was a blessing in disguise for some of those decrepted black neighborhoods. Tha ACLU, etc. would never let some of those housing projects and other ghetto areas to be dozed. In his opinion, it will be a renewal for many of those areas.
