I think using vector clip art is fine as long as you alter it heavily and make it your own. Like the freeform examples YWFT makes for their vector sets. Though I don't recommend making it the standard practice.
I was at a freelance gig today & stumbled across some logo comps someone had made that I am pretty sure use clip art. Like cheeseball clip art images from 12 yrs ago. ACK
