i hear you. over all, I love DC (lived there for years) and it has a cool design community. there are better places though. i think Richmond blows, but that is a personal opinion but if you think Tampa is bad....
do you wish to live in a community, or be among one? with that i mean, do you want ot feel like you are invloved and active, or just living there because? if the latter, Arlington fills that bill w/ strides.
if it is design you are after, there is a world of possibilities outside those you listed. but i am sure those places have a meaning to you beyond what i would know.
