your book should be taken more seriously. this shouldn't even be a question.
never upsize a jpg. its a jpg.
its like upsizing a model car to full size and expecting it to run. it may look good to the untrained eye, but anyone that looks close is going to comment on why its rasterizing. irregardless of any upsize fix. [invented for those that don't no better, likely on windows] i was once that guy.start over... and learn the lesson that you make files printable the first time. 300 dpi. 9x13. you can always size down for web or whatever. for printing, you have to originally set your shit up for where it could ever possibly end up. that or its gonna look, well... bad.
