Actually the burqa has even deeper disturbing meaning, with women being vessels to test men, and women being original sin, etc.
However, past attrocities does not exclude people from having responsibility about the image that they project. It is horrible and unforgivable that someone would ever act on such, but to pretend it doesn't happen is stupid. People react to way people are dressed all the time, granted something as severe as rape is rarely the case - but we all know that it happens.
