Nothing can excuse it.
I don't believe that dress alone is what is meant either.
Quite seriously my european female workamtes and friends are all always shocked by the dress and behaviour of many scottish girls, these are not prudes I'm talking about either... but average 20 - 30 year olds...
While none of them would ever say that you could be to blame for being raped because of what you wear they all say that there is no need to make yourself a target.
It is a topic that actually comes up very often, when you walk down Lothian Road with a German girl for example on a friday night she will comment on it even though she's lived here for 3 years.... they just cannot get used to it find it irresponsible and beyond in some cases.
