if you set it up well enough in Flash at the beggining then it won't take any longer to maintain than a Flash site, all you'd be doing is FTPing text or XML files to your server.
Better still you could make an admin section on an obscure URL accesible by password only of course where you can change the site "live" would work in Flash and PHP for example. With ColdFusion too you could really go mental, go with Flex and it'd be gaga.
