because you can only be fined for things like that...
if it meant jailtime, then being as tho everyone has considered slavery for lack of a better phrase, not right, someone would have to be imprisoned for it, but since we only 3/5's its a fine, and you think they paying that much
think of a man, in jail for 30 years, and the dna test shows different, he gets broke off right?
