how the hell did he get it off? unscrew the top? that seems too easy.

+++++++++++++++++++++At the bottom, there is a bolt that secures the meter in a fixture that is cemented in the ground. My theory is that earlier, he unscrewed the bolt, came back later and took the meter. BTW, the guy took th e the whole deal, the meter AND the pole its attached to.
