hey,
Theres 3 in the Marais neighbornood (my favorite part of paris) called Hôtel des Junes. They're 3 different hostels on cobblestone streets in old Marais residences.
cheap and decent, but I think you got to be 30 or under.
As far as transportation, the subway is your best bet if you're on a budget.
