macromedia have made a flash deployment kit which solves your problem

in addition, you can dl a neat app called flashswitch (http://www.flashswitch.com) which allows you to toggle on and off flash on your comp.. excellent for testing
.. now if they only had a program that let you switch to legacy browsers on the fly :)
