No terrorist is gonna blow up the subway, they are smarter than that! They wanna hit the US where it hurts the most - the wallet! And all they gotta do is sit somewhere safe in Iraq and tell the right people they are planning it. Then CIA or whoever all go crazy and start searching people, slowing down the hole public transport system, causing 100000+ people coming in late for work, which slows down companies which then loose money. It might not seem like much, but it all adds up to a lot of zeros.
