Jeff, sounds like Cogent is pretty fuckin shady:
"In other words, Cogent un/intentionally makes sure those they depeer are unreachable from the Cogent network, period. Since they've managed to gobble up such a large share of networks (PSInet, Aleron, Allied Riser, etc), they're able to leverage this tactic to ends one might consider shady: If you disagree with their practice of selling below market rate and don't want to give them access to your client base for free, they'll depeer you and disrupt communications to/from your own client base until you cry uncle."
This is an interesting issue I knew very little about before.
