Well, since you seem to be busy, maybe she thinks that she should be hard to get b/c that way she won't seem clingy. What I mean is, if she doesn't play hard-to-get, then she will most likely be hanging out with you whenever you're not busy, so it'll seem like she's clingy or needy. B/c you'll be spending a lot of time with her while you are not busy, which isn't often. But then you wouldn't have time for other things, like family and friends.
Yeah, I think I just complicated everything. But that's how I would think.
