I think it actually generates cultural evolution. Newtons third law of motion: For every action there is an equal and opposite reaction.
My point being, it takes the bad to get to the good, thus evolving.
I think humans in general need to be faced with extreme dire straits before they realize how harmful some things really are, ie - gang violence, environmental decline, George Bush...
