Most lenses (even L lenses) tend to be softer at the corners. I still use film so when I use that lens at 17mm and at like f/4 I'm using every bit of the glass.
When you use a cropped frame sensor, it only uses the sharpest center portion of the lens, but obviously it isn't an ultra wide angle zoom anymore.
