The SDK is very helpful for starting out. A lot of the time I download Skins from:
http://windowsmedia.com/9series/…If you find an effect you like, simply unzip the .WMZ file and check out the code (Media skin files are merely an XML doc, occassional JavaScript, and a lot of image files).
