Yes, he is trying to guilt trip you into doing a more seo-friendly version of the site..Were you to agree, for a suitable fee no less, to take on this extra work, I would recommend using:

method of embedding the flash, onto a php page that presents a slightly different title each time, has suitable h1, h2 etc tags, on light pages, with the keywords high up the page..
Get back-links going too..Dont do any of this for less than your proper fee.
Even then, I wouldnt guarantee him first page placings on Google with 'statues'..Gone are the days when the internet was not the trading domain of mega-corps.
