there are free servers that will give you a microscopic amount of space. envy.nu will give you a sub domain. but you cant have your own domain name with them.
actually im not sure if you can use your own ftp even through them.
for 9.95 a month you can get very good service with dreamhost.com.
if you want something reliable you'll have to pay.. something.
