The main reason that the staduim was filled with such people was that the evacuation effort before the storm was only really for the rich middle classes (who happen to be predominantly white). This left a poorer group of people who had to cope with the situation. Most of the people who were in the dome were good and honest. The problem was that the crack-heads needed a place to shelter too. And as far as I know there wasn't a ready supply of drugs in there for them. That and the fact that they had just lost their homes made them desperate and mad.
What I find interesting is the US's lack of planning and budget for the Katrina:

the Red Cross is wants everyone to give the US money:
"The gross national income of the US is $37,870 per capita, according to the World Bank. It is just $810 for tsunami-hit Indonesia and $200 for poverty-stricken Niger. "
doesn't really seem fair.
