prior to the disastrousss event, katrina, for months now, b_sh has been trying to get a mandate signed/approved by senate to reduce federal security fundings going to new orleans and neighbourhood..
and on the other hand, new orleans has been asking more fundings for building better if not more levees etc.. but their urging request got refused by tha higha people..
