that is realy the most stupid thing i 've read in a long time... sorry
belgium is totally different, it's a lovely country, antwerp and bruxelles are wonderful places .
france is has some diversity, if you are in the south where i live near the coast or in the north in Bretagne you are in two different countries.. different food, people , weather etc..
but you need some time so i'd suggest to sitck with destination you really want to see..
