now that i've been drwan into this short bus of a thread....
this appears to have been a systematic faliure. in 1965 congrees mandated levy improvements (after camile i belive?). They were only 80% completed. how many presidnts, senators, and congressmen failed to address the issure in this time period?
FEMA's paln for Katirna looks to have been ridicously short sighted. ...at least they had a plan. The local NOLO leaders (may whom are balck to address this race jive) seemed to have been caught with thier pants down. They live there days in and day out.....They live day after day with the risks...
Citizens too. There was a great article (in Time maybe?) I read a while back... How like 80% of New Yorkers have a "survial kit" ....resousces to get them through a few days after a terrorist attack.
Peeps in nolo sure needed some survival kits. For wahtever reason they didn't have them.
