but hell, you have to think that most of the people who stayed behind, only stayed behind to loot the city blind all 20,000 of them can't focus on the evacuation problem with the city is being robbed as it is.

They are extremely poor, uneducated because no one cares, and have no money, or anything at that. Don't judge everyone by what a small portion of the people are doing. Its probably nice living in your sheltered world GW and believing that 20K stayed back to loot you arrogant ass.
