if you want to relax, Brugge is a very pretty mellow little city with tons of nice little stores. If you can, taste the chocolate and the waffles. For me, at least, it was something incredible (hard to find the same in America). But after a couple of days in Brugge you may get bored.
Brussels has some good museums, but other than that, I found the city just kinda ho-hum. People are pretty friendly in general. At least that was my experience.
