i don't mean to be an evil cynic, but is it possible that the syntax of that advertisement isn't painstakingly constructed to mean exactly what it means? could it not be a tacit endorsement of heroin use while at the same time performing the function of reassuring the community that municipal leaders are attempting to stem the growth of addicts in the area?
