My personal suggestion would be ATI Radeon 9000.
It has a superior technology, ATI's reputation for superior color and display quality and good driver support. It goes around $99-$150 depending whether you're buying 64Mb or 128Mb version. If this is too much for you then I would highly recommend ATI Radeon 8500LE 128 Mb/TVout. I have the 8500 it's by far the best card out there for the money you give. You can find Hercules Edition for about $85. Hercules is a company producing ATI based cards (it's the same thing in quality, they just use ATI chips).
