the shoot to kill policy was brought in by John Stevens, Blair's predecessor - it was brought in before the bombings and is national policy based on the experiences of other countries including israel and sri lanka.
i think it is short sighted to simply blame the officers involved or even ian blair, they are trying to protect us in a very difficult situation.
however, they MUST learn some very important lessons from this as some serious questions have been raised: why didn't they stop him boarding the bus? who released the misinformation that he was wearing bulky clothes and jumped the barrier?
