I prefer the navigation on the sub pages, even the colors. It has a little more life to it. I agree with jevad, it is dry and boring, for a state that has so much to offer (minus all the bad drivers).
As far as the first page....if I could choose a set of colors that represented the taste of stale bread, it would be the colors from the index2.html page.
