i'm Indian and i've worked in 4 countries and 3 continents so far [i am a 3D outsourcee] and i can see why you hold the opinion you do fate. i dont think its racist at all.
its just unfortunate that you tangled with the wrong kind, but its a shade insular to club 'bad design' and 'Indian' together. i agree that Indian web design isnt rocking anything inernational at present [exceptions being nik khilnani and amit pitaru], and i dont have much to offer in defence.
i'll go back to my earlier statement that vernacular is that. and design will always remain culture specific, hence the definitions of good and bad.
some excellent Indian designers never cut it internationally, but thats less to do with their capability and more to do with their briefs [er.. pun intended].
there is an amount of piss taking that defines Indian visuals. Indian street graphics will give you a slight impression of that.
here's hoping that you come across some quality soon.
