I don't know too much, but I lived and worked overseas for nearly 6 years. Is your wife from the US?
Have you tried looking at this http://www.jobsindubai.com a Canadian firm runs this. Maybe they have some stuff.
From my experience, it took me a while to meet other foreign nationals and then when I did, I made good contacts and jumped around.
