Yes, it is not customary to provide layered art to a vendor. It leaves room for error.
Any PS work should be flattened as a tiff or eps, placed in Illy or Quark, then a dieline placed over it. That way the vendor can isolate the exact die line and place it, move it, thicken it, whatever they want to do as they wish, easily.
