They would have to, because the guy would have family, friends ect..
The chances of him being an innocent civillian look slim in my opinion, because of the police. They weren't an armed response unit, they were plain clothed and that suggests a covert force or even the secret service. Why were they there? they were obviously on top of someone already, and it looks like this guy was that 'someone'.
I hope to god he wasnt an innocent member of the public, but i also hope he wasnt a fundamentalist about to blow up another tube.
