wow, this is still going on. I think you should just be up front with her. Ask her if she want to be with you or not. But don't make it sound like an ultimatum. Or you'll piss her off.
If she doesn't know or can't decide, then I think you need to move on with your life. As I remember, she's only 21. Even if she said yes and you guys get married, chances are the marriage won't last long! She's way too young to know what she wants. You don't want to divorce in less than a year.
