CP brings them in for seasonal work. They advertise over in foreign countries a "come to America" BS, fly them in, put them up in shoddy housing the park owns, pay them $7.00 an hour and then take $400 a month for the housing they make them live in for the season. It's good for CP, they get a lot of tax advantages from it. They basically place them in Cedar Point world where they recoup most of what they pay out from the poor people. They don't know better most of the time and work hard at it. It's a pretty crazy setup. After the season is over, they all disappear.
