a PHP script will do it for ya. DOn't ask me how though.
Also, if you have iPhoto, put all your images in that then go to "export as an html page" and you have the option of saving the thumbs (and pics) at a chosen size.
It's not ideal as the compression is shit but it genertaes thumbs for ya.
