ok ok...of course the police would arrest you or something, but they would be tempted to try it :o)
You can certainly walk on robson st. with a joint and people wouldn't care.
Then there are this "events" or " rallies" or whatever you wanna call them, like last week at the Art Gallery where hundreds of people gathered to smoke. My gf couldn't stop coughing as we were passing by.
