this is a government job. dont try to dazzle them too much with design and concept. those words dont exist in the government. trust me I KNOW. think like an accountant. if its nto in a simple black and white line and doesn't photocopie well they get confused.
well okay. in all honesty. since the job you are applying for is actually web design, go ahead and make something real nice but simple. But most importantly, make sure it looks good when you photocopie it. They love killing trees in the government. they keep copies of your résumé somewhere in some archive.
