It's means anywhere in south east London that had any culture will be raped, and the bastard child will be all shiny and new.
Any sign of independent outlet - be it a cafe, the pie shop, a pub - will be gone by 2012 and replaced by a large army of Starbucks and Prets and countless other sterile ventures.And for what?
