hell.com was kind of a "members only" web programming wankery exhibit of sorts during the mid/late 90s. you had to either be invited to become a member or prove your worthiness or something equally as stupid to enter. there werent any kind of instructions or info, you just got in if you could and looked around. lots of flashing colors and moving garbage back then. the kind of stuff that send you into spasms, like that old captain power tv show. (geez i'm probably really dating myself with that one). after awhile the elitism wore off and i think you could pay to come in or some bullshit like that. all in all pretty lame. lots of dorks with goofy hacker names, not a whole hell of alot of design. although i think the last time i saw it was 97. had no idea it was still around...but thenagain, i havent cared either.
