do a maximum blur, duplicate, new layer, brightness contrast etc then repeat?
You are after a really long streaks of blurred colour right? and not just continuous lines?
if it's the continuous line effect you want, use the vertical one pixel marquee option to select a section then transform and drag to your hearts content to give you a long line of colours....
does that make sense??
maybe explain a bit more what you want?
