AFAIK the cash prize for inventing a cooling system for the tube is still up for grabs. I think 18 designs have been submitted but none have been pratical enough in terms of cost / ease of implementation.
It's a more difficult problem than you might think because there's no real possiblity of any upward ventilation as all the lines have tons of building on top of them. Also any system would have to be implemented with a minimum of disruption to the service as nobody would tolerate a break in the service. :(
