This is NOT price fixing. Learn some law and fuck off.
Anyway, it sounds like you should work from a 150/hr (USD) rate and then know your hourage. Estimate from there.
One thing I've learned is NEVER underestimate the cake behind internal corporate advertising. And they seem to love Flash like nobodies business.
