although i am sure this is a way to do this with actionscript, i dont know it.
it looks like he made two movie clips with the arrow moving and fading. one that waits 2 sec and 5 sec before moving.
put however many instances of this in the frame that you want them to appear in. resize, move, reflect, etc however you want them to appear. you just might want to stagger them a bit so that they all dont go at the same time.
thats the way i would do it, but i would try and find some actionscript to make it work better.
