i had this question in physics one time. both the flashlight and the light would be visible in a vacuum, and they would be traveling at exactly the same speed.
light cannot move faster than the speed of light, normal rules of physics don't apply to things travelling this fast, thus einstein's quantum theory, which is all, theory. so there is no definitive answer, only conjecture.
