most game studios do not pay for ideas from anyone other than people who are in the industry. it's a pretty stagnant industry on the creative side right now whose driving force is advancement in technology, not game ideas. so many of the dudes in jobs designing games right now have so many other great ideas for games, but no publishing co/developer is going to spend however many millions on any of their ideas unless it's tried and true.
