I don't see any reason why they couldn't have been bodged together 'manually' - ie, by making a pixel-like brush, then repeating for effect.
Either that, or they're genuinely generated with some algorithm in something like processing or maybe even flash, if you were to turn aliasing off.. (make it low quality, that is)
