Species do not evolve in vacuums. They're is predator/prey environments, natural environmental pressures, etc.
Without outside friction form these sources evolutionary pprocesses slow down. In high fristion environments evolution speeds up or more rightly diversifies. To claim that some species doin't evolve in a given environment while in other environmants there is vcaried and spectacular evoltuion doesn't in the least disporve evolutionary theory.
In given environments of low friction species have no imperitive to evolve and remain much as they are for millenia.
