Surely it just drives traffic off the motorways and back on to the minor roads - through the villages / towns that the motorways were buit to bypass - what kind of idiot thought that one up?
Also, on the sat tracking thing, presumably they just won't be happy with location but speed too. Perhaps even cars will be limited to max speeds for the type of road you're driving on. Might aswell get the train - oh wait, we fucked the rail network in the 50s...
